They could be Daytime running lamps (DRL). Also its not wasting your battery, the vehicle charges your battery while the engine is running.

All cars made by General Motors, VW, and a few others are equipped with what are called Daytime Running Lights, or DRL's. You will notice that all these cars running around with headlights do NOT have taillights, parking lights etc. illuminated. It is the law in Canada.
Also, it won't run down the battery. The alternator can easily keep up with the current drawn by the DRL's.

They are probably running lights, on the newer cars and trucks when you start the engine no matter what time of day it is the lights go on automatically. Its basically to provide better visability. Also as long as your alternator is working it wont "waste" your battery.

My corolla has day time lights. I love it! I hate it when cars don't turn on their lights during cloudy days, rainy days, etc... makes them very hard to see!

on some of the newer cars an truck, it made to stay on, for when you started the motor ,they turn on by them self, too running light on, people seen to see you better,that those that do turn light on, it all about safety
