I belive they should pass one but it should be until the number of pets in shelters dies down a little. Stats show that 10-12 (64%) million animals in shelters are euthanized in shelters for lack of available homes.Pure breds are 30% of all the animals in shelters. For home you find an animal that you have bred, a home is lost for a shelter animal.

Well, in my state, a law has already been passed (I think last year) that all cats must be spayed/neutered by 6 months of age, unless you buy a special license that costs around $100, or you'll be fined loads of money. However, to answer another poster's concern that they would be afraid to take their animal to a veterinarian, the state authorities are actually asking veterinarians not to report people who have illegally in tact animals. And so far, so good. While the law may not be very effective, I think that it will at least help a little bit. Especially in cases of people who hoard many in tact cats--it may be a law that allows animal control to intervene more easily.

It's an interesting thought, I'm quite sure that would help to reduce the pet population quite a bit. I know it is getting/has gotten out of hand with all the strays and animals in the kennels getting euthinized, even our local SPCA had a no-kill policy but had to change that when they got terribly over-crowded.

But accidents always happen, and how many people would actually follow through by taking their animals to the vet? Even if it was a free opperation because it was required?

If they would pass a bill for that, it would be wonderful for the pets who need a home in shelters. Here's to hoping this idea moves on to make things better in the world.

WIth all the "laws" that are "in writing" now, and most of them not being enforced, I do not see how this would help. This is just going to make BYB and Puppymills breed even sicker dogs. A legislation like that will probably require vets to report unaltered pets or refuse vaccinations to pets that are not altered. Rabies, parvo and all other diseases will start running rampid.

Personally, I feel anyone that chooses to breed should be held accountable for all puppies they produce. If a family cannot keep a dog that was placed with them, the breeder should have to take it back and provide for it until they can find a suitable home for it, and if not, they have to keep it!

I believe that ALL cats and dogs should be spayed. PERIOD. This country doesn't need any more puppy mills. Maybe in ten years we could start breeding them again, but I think we need a good ten years OFF. People who make their livings exploiting female dogs and selling off their puppies: GO GET A REAL JOB.

Sounds like a reasonable idea. But I think it would be almost impossible to enforce such a law. It's easy to pass laws, but a lot harder to make people see why they are necessary. Humans are pretty dense.
