If you investigate the origins of the department, you will find that Bush did not want to create such an entity. His initial proposal was to just create a cabinet position to act as a link between the various existing security agencies. The Dems, nominally in charge of the Senate during that time, raised a hue and cry that the function was much more important and demanded that a new department be formed. Bush acceeded to their demands, hence, the Department of Homeland Security.
Linda K. - as a side note, the origins of the Ben Franklin quote were in a petition requesting funding from the King for money to buy arms so the settlers on the western frontier (what is now Western Pennsylvania, Ohio, and West Virginia), could defend themselves against the Indians who were terrorizing them.
Kind of ironic that the anti-Bush crowd now uses that quote out of context in an attempt to show that Ben would have looked down on what is happening in the counter-terrorism arena these days.

I always thought that the idea of a Homeland Security was redundant. We already have those without all the nonsense.
I guess it was a good idea in theory but I'm not sure it's panned out the way it should have.
There is probably a better way to organize that but I'm not second guessing because I really don't have a solution.

It does have a kind of Thrid Riech sense to it. I think of the Horst Wessel Song, black and silver uniforms, and hidden concentration camps. What to name it to? Why not counter terrorism unit or

Yeah, it sounds real weird to me as well. I have always thought it should be call the the Dept. of Homeland INsecurity as their sole purpose is to keep us just scared enough to believe. Do you ever think the color coded terror threat index will go below elevated?
