Avoid the places at train stations and airports! The fees are very high!!!

The best place to go is to YOUR bank. They follow the daily exchange rate, but provided your a member of the bank, then you'll likely actually get charged LESS of a fee. So the best thing to do is exchange your money for euros at your bank.

Where are you from? A bank is a good place, or a bureau de change. Some travel agencies have bureaux de change in them. In Britain you can buy currency at the Post Office.

Wherever you go, find the place that charges the least commission (some places will offer commission-free exchanges).

Just use an ATM. I travel to Europe all the time and I get the best rates just by using my card. Make sure you have a card with a 4 digit pin and a checking account.

I'd get them from the ATM when you are in the country. I travel a lot, and those give the best rates. Trading cash at the airport or bank just has too many fees to make it even worth it.

You can exchange foreign currencies in nearly every bank and sometimes also in post offices across EU countries. But, also at airports, exchange offices, etc.

the central bank of whichever country you are in does not charge for exchanging money. all other banks and foreign exchange do. rates change by the day.
