Well, the obvious ones are San Antonio in Ibiza, Aya Napa in Cyprus or Magaluf (Shagaluf!) in Majorca.
I can recommend Kavos in Corfu for the type of holiday you're after. It's extremely cheap to get to and full of young teens doing the sort of things you're talking about!
If you're on a budget, go to Amsterdam! It's fantastic!

I'd wait until you're 18 before you do that.. that way you'd have much more money and duty free on the way back!
why not start at Ibiza and work your way across europe.. france spain, germany.. make sure switzland and poland are on your list - the girls are stunning (i think they kill the ugly ones at birth in Poland)
oh yea, amsterdam is a must... but save for a while.. go for longer..

If your trip is some sort of victory trip. I suggest you get on a plane to Iceland....One of the few places that is really bangin' , but nobody seems to know about it. They are mad for it....just look at how Bjork turned out!.
