We needed to have done three things that the Bush administration failed on.
1. Used more troops in Afghanistan (instead of Iraq) to make sure the Taliban had no hope of return.
2. Worked with the international community to get better intelligence instead of relying on ourselves.
3. Put pressure on Pakistan WHERE BIN LADIN IS (instead of Iraq).

We could have found Bin Laden long before now if the original plan was to use our funding and troops to work with the people in the Middle East to gain their support and trust on anti-terrorism. Starting a war with them over it is ridiculous. I don't know what sort of people "liberate" others by killing the majority of them. Terrorist or otherwise. If you can turn a country's people against a dangerous thing, you have a far greater ally than yourself and your weapons.

He was already in the sights of some snipers on more than one occasion. If America really wanted him dead, then he could have been by now. I find it a shame that they didn't pull the trigger giving Bin Laden time to regroup and rethink how to punish USA the next time. I'm sure it'll be bigger than 9/11. Next time he is in the sights of someone, just pull the damned trigger!!!!!!!!!!!!!

FOX NEWS WATCHER our troops did not have him surrounded....We controlled the air whilst the the northern alliance (afghans) and southern pushtuns (Afghans) surrounded the Tora Bora region. They let him slip through.
Sorry on to the question at hand and the answer is most definitley. If it were American troops surrounding Tora Bora then he would have been captured.

Our first impression is to pull the trigger when he is in sight, but sometimes it is necessary to wait a little longer. When it is time to remove him, he will be removed. The terrain where he hides is complicated but surveillance will pinpoint his location in time. Just because he's not dead, doesn't mean that no one knows where he is at.

If we hadn't interfered in the 80's and made BL who he is, he wouldn't need to be found. We funded him and gave him everything he has and all he knows about battle when he was our "freedom fighter" in Afghanistan during the Soviet invasion. We help make our own future enemies. even Saddam was enriched and supported by us while he was commiting all the atrocities we now condemn.

read the battle of tora bora, our troops had him surrounded but were ordered to "stand down" and had to watch has Russian made helicopters pick up Bin Laden and his followers too, and left the scene

It would help, if hes alive, which is questionable, we should of captured him first before making other war plans in my opinion. But then hes good for the war machine
