Cell phones: What picture formats can they receive?

Also, what is the best resolution?

The phone is a motorola razr. I believe it can receive a .jpg, but...I sent pictures as a file attatchment in an email. The phone received the email, but was not given a link to open. Is there another way to place the picture in an email so the cell phone receives them clearly? I found out through a site that the best resolution for the razr, for displaying, is 640x480, although 320x240 and 160x120 are also displayable.
