Its called violating "fulfillment" obligation and its a Federal Crime in the US. Try to resolve with the "seller", first, then call the State Atty.

Use your receipt. They can tell if the money order has been cash or not. Track it that way. Then if they have cashed it and not sent the product then it is called mail fraud. Then it gets ugly from there.

if its ebay you file a claim.

if it is anywhere else untrustworthy you'll have to contact them by phone.

if it gets serious call the police or your bank/credit card

keep money order reciept for tracking.Report it to ebay or whatever sight your buying it on.If nessecary call police but keep your reciept its your only hope
