Where or how i get a water pokemon (in game sapphire) ?

I have a other pokemon, she isnt water type pokemon. Now i want to know where i get water pokemon, or how ?

You can catch water pokemon by fishing with the old rod/good rood/super rod. (You won't get them until later in the game though) or you can find them by surfing. Theres one water type you can get early in the game called Sunskirt, but it is hard to find. It's found right before petalsburg and appears only 1%-5% of the time.
