Because of the 10th Amendment (states' rights), which gives the states the right to regulate anything not specifically covered in the constitution, and because of the amendment process itself, which requires a 2/3 majority in both houses of Congress and separate approval by 2/3 of the states to pass an amendment.

The US Constitution covers Federal Law, leaving other laws, which the Legislative Branch does not feel inclined to review, to the States and their Legistatures to determine those other laws. I mean, come on! I would hate to see a national law about having a donkey in a bath tub in the US Constitution...
Also, the redundancy of requiring the States to have their own Constitutions allows for society to not completely fail, should something happen to the Federal Government.

because now they make more laws in the high courts they don't have to amend the constitution.........In fact some of the laws I wonder if they don't wander away from what the constitution states ...just look at what is happening in todays world now with laws.

That says something about our Repuclic, but under this president our constitution is in grave danger. We will see if we survive or slide into a police state.
