You ought to get your facts straight. The judge TOOK THE PLEA BARGAIN OFFERED BY THE PROSECUTOR who thought the victim would be both a weak witness and would be traumatized by having to testify. If you want to "blame" someone, at least blame the right entity -- the prosecutor.
In response to your question, the prosecutor has the power and responsibility to decide whether or not to move forward with the case. The prosecutor in this case decided a plea bargain was more favorable than going to trial for a couple of reasons -- the victim as witness, primarily. Prosecutors are forced to make these determinations ALL THE TIME in all types of cases. They get to know their "odds of winning" fairly well. At any rate, the judge merely accepted the prosecutor's assessment of the situation (as they generally do) and agreed to the plea bargain. IF you are angry/upset with anyone, it should be the prosecutor for not having the cahones to proceed with the case if that is what you wanted. Your anger at the judge is misplaced.

There is one reason he could have done that....he knew there were more serious (yes there is in law) crimes pending charges to be brought against the person that would put the offender away in prison for a much longer term than he would get for that.
Those people should be hanged, so possibly the other charges later to come out against him will get him off the streets a much longer time ...like forever

The judge on the case is from Vermont a state where liberals rule, is most states he would have gotten life, but in Vermont, Wyoming, Massachuetts, and Maine, the laws are very lax and the Judges don't care. The heat is on Judge Watters for what he did, but most likely nothing will come of it.

Maybe the judge is one too. People tend to judge the least harshly what they are doing themselves. Or maybe the judge and the defendent are both Freemasons.
But more likely, the blame is probably on the prosecutor. The judge cannot give more time than what is allowed for the charges that the prosecutor presents to him/her.

apparently,he shouldn't be a judge. if you give someone a slap on the wrist for something like that it is only showing other's that they can do it to and get away with it. a crime like that is unforgivable!!!
