Many ticklish people do, in fact, enjoy being tickled. The key is that the tickling must be consensual.
In many cases, the tickling is done against the will of the person who is being tickled and it is not fun for that person.
In some cases, the "victim" was tickle-tortured too much as a child and they hate to be tickled now.
In some cases, some people are so sensitive to tickling that it actually hurts them when somebody even gently tickled their feet or armpits.
I have had several wonderful, long tickling encounters with ladies who are very ticklish and enjoyed being tickled. Fortunately, most of them enjoyed tickling me as much as I enjoyed tickling them so we both gave and received lots of playful tickles.
In order to have such encounters, both people must respect each other (and each others limits) trust each other, and want to keep the encounter fun for BOTH parties - not just the tickler.
When tickling is consensual, both people can have a lot of fun.
When tickling is not consensual, the person being tickled often feels violated, disrespected, helpless and angered.

Some people just don't enjoy it for a wide array of reasons. It could be from exposure, being forced to laugh, showing their teeth, they were tortured in a past life* with tickling and carried the stigma over with them, or they don't like how it feels. I am extremely ticklish to the touch and love being tickled. But that's me and my crazy self. *lol*
* - if you believe in past lives, cell memories, etc. Also, the tickling was to force them to open their mouth so they could pour hot oil, water, or another substance down their throat to make them drown or cause other pain to force answers or a confession. It wasn't widely used as a torture of plain tickling. Sometimes they even put a movable iron brace around your chest that they would tighten each time you exhaled from the tickling so the next time you inhaled, you couldn't breath in all the way, and eventually would die of the crushing of your chest, and/or suffocation. Yes, it was very cruel.

because you have no control over it and after a couple of seconds either the people start tickling too hard or they pinch you or it just gets uncomfortable and annoying. A little tickling is ok, but there is definitely a limit and the tickler can never tell when that limit is reached. or if they are smiling when they say "never do it" they secretly liked it and are just playing dumb.

Some hate it, some love it. I'm about as ticklish as one would want to be, and I can assure you that I never have nor would tell anyone who tickled me never to do that.

because although it tickles and makes you laugh, it is also like a form of torture - i once tickled by little brother till he cried - he was 4 years old at the time - hes 26 now and still hasnt forgiven me!!!

its very annoying and tiring and can sometimes be called bullying. sometimes people are in the mood for a laugh and a bit of fun but othertimes people just want to be left alone and not be touched. its just the way we humans are

Because it sucks! Just because we laugh doesn't mean it feels good or is funny. Every muscle in the body tenses up and it hurts!
