a felony "complaint"? xmm you can make charges against someone that would constitute a felony or a misdemeanor...depends on the charge. So I am assuming this is what you mean by complaint.
Rape is a felony charge against someone
Breaking and Entering is a felony charge
Aggravated assault is another felony charge
Phone harassment is a misdemeanor charge
