depends to where he runs. if there is no extradition treaty, they have to wait he makes a move, to a non concerted country

Yes that is what extradition laws are for. If you are going to rob a bank make sure you get enough to buy a new life literally and you pick a country that has no extradition treaty with the US. There are currently over 50 countries who have no such treaty with the US including China and Jamaica.

Chances are pretty slim you would make it out of the US,but most countries will extradite you back if you are located not all.

If the country they flee too has a extradiction? treaty with the US their police will arrest you and send you back to the US to face charges. You could flee to a country, like Iran, and not be sent back though.
