Why dont you put your whole head into the puddle as well? This way you may sue and get double compensations, Oh I suggest you sue the puddle too.

Well, you ask "can" you sue the council. I think you could sue whomever you want to sue. However, if you're asking if you have any speck of a chance of winning, then I'd say no. So, put your heart and "sole" into some other venture.

It is illegal to discriminate because of colour. You can't win all colours are the same even if they look different. Now if you develop gout in that foot you've got a case. Good luck
