You would include as a minimum; a firewall, encryptes connections and maybe proxy servers.
Enforcing user account restrictions would also be a good idea. The weakest link in any network security system is always that between the chair and the keyboard, i.e. the user.

No such thing sorry friend...
There is a ballance,.. and you need to find that ballance...
A ballance between workers effishency and the ballance with a secure network...
On one hand, having a fairly secure network is as simple as unplugging all of the computers, and in addition keep them behind a locked and guarded door, where as on the other hand you can have functionality to workers, and might as well set them all up with admin control over the boxes they work at, which allow them full access to everything they ever needed to work, and more.
For securitys sake, a good start in finding a good ballance, is finding the minimum recuirements of your bussiness, for the more complicated a system the more holes wrong doers will find and exploit.
A great example of this is Physical Security. Physical Security is very important, and is very much over looked in modern day bussiness. The best way to infultrate a system is usualy by just walking up to it, and introducing yourself as the 'new guy' that forgot his pin, and would like to borrow yours for just the day... You might have the most secure network firewalls softwares etc, but if you leave the front doors of your bussiness open,... you are doing just that...
The next important point is that of Social Enengering (which I personaly find is usualy incorrectly referenced).... We as a sociaty have been enengered to act a spesific way in certain circumstances. People like myself have for years studdied these actions and reactions and are very good at understanding them. If you are in the security field and do not already know of social engenring, then you should really,.. REALLY look into it. so I will not go to much into it here....
Next is passwords.... pull teeth... make them cry... one month pass experations... more then 16 character policy with at least 1 number letter and non number and character symbol....
The reason for this, as you probobly know, is pass cracking is really really easy.... when passwords like dog, or purple are the norm.... this day and age or computer power, cracking most one word passwords can take less then a few mins, and most other passwords in use can be brute forced in less then a few hours...
umm...
make sure you are running good software and update always...
ummm....
make sure any wireless is very very encrypted with as strong as you can make it... also long passwords there too...
