Hi, obviously you do just what Deb suggests ... but I think that you mean you'd like to create your own base for the neighbourhood.

You can use Sim City 4 to do this. The SIMplistic Sims site says this:

"It's possible to create your own neighbourhood terrains that can be selected when you create new neighbourhoods, however to do this you will need to have a copy of the Maxis game: Sim City 4. The Sims 2 is able to import and use the .sc4 files that Sim City 4 creates, providing you follow some basic guidelines:

Only small city sizes can be used
Must contain roads or you will not be able to place lots
Only standard roads can be used, no highways or zoning placed roads
Intersections must be at right angles
Only original Sim City 4 road bridges or Deluxe Edition small steel arch bridges can be used
Most GOD mode features can be used, except Palm trees and Fauna
Mayor mode placeables such as zones, buildings, airports, landmarks etc are ignored
The final terrain will appear in reverse or 'mirrored' when used in The sims 2
In Sim City 4, open a region and select a new small city, arrange the landscaping and foliage using the GOD mode. Next switch to MAYOR mode and layout the roads using the guidelines above, save the city and quit your game.

Locate the region folder and the city file that you've just saved (the .sc4 file), this should be in My Documents\SimCity 4\Regions and copy it into My Documents\EA Games\The Sims 2\SC4Terrains. This imports your terrain into The Sims 2 game.

To use your new terrain you first need to create your self a new neighbourhood. Start up The Sims 2 and from the neighbourhood chooser screen, click the 'Create Custom Neighbourhood' button, scroll through the list of terrains until you find the name of the file you've just created, and select it. Name it, choose the terrain type and add your description as you would when creating any new neighbourhood.

The next time you go to the neighbourhood chooser screen you'll see that there is a default (and rather ugly) elevation image as a thumbnail, you can now change this if you wish by adding a custom neighbourhood picture.

When you get to the neighborhood screen...there should be an arrow to the right side of the screen...click on it and it scrolls to the next part of the nieghbor hood screen. There is an icon that says..create new neighborhood. Click on that...then you can start creating :-)
