how to make a speech?

can some one help me out on how to make a speech out of this question.."UPGRADING THE QUALIFICATIONS OF THE CANDIDATES FOR MAJOR POLITICAL POSITIONS' i dont even know how to start an introduction...pls help me out. thnx!

You could start off with how some decisions made by elected officials are not too good and lead that up to your thesis. Your thesis could be possibly three things that could upgrade their qualifications. Perhaps: "An increase in ineducational requirements, ethics training, and human relations training will enhance a political candidates quilifications for public office. Then use those three points and support them, then bring it all together with a conclusion, basically restate what you said, but of course in different words.

First, say what you want to say, then say it, and then say it again.

figure out the intro and conclusion last so that you know exactly what is in your body paragraphs
do research, what do other people think about the qualifications
what are the current qualifications
try to pursuade your audience to feel the same way that you do
