In the womb, all human beings start off as females - does this mean that men are more like adults?

No, but it means that children are more like females, not the otehr way around.

It's basically because men have more secondary sex characteristics that kick in at puberty. (muscles, hair, height etc)

I think it is more that an adult male has the instinct the protect those weaker than himself within his 'tribe' (talking cavemen here) This would be the women and children of the group. This is why women look more trustworthy, because they are less threatening/imposing.

I think you have to elaborate as what you have said doesnt really makes sense. I would say that as the human embryo starts off as human that ultimately all adults are part female regardless of sex!!! heheh

If we infer from your reasoning, wouldn't it be truer to suggest that men are in fact mutations from the norm and that women represent the true human form?
