how to publish a web page in the net?

i would like to publish my own web site in the internet pls help

Here's one suggestion: go to http://www.terapad.com and sign up. You will have your own website up and running in just a couple of minutes. It can have webpages, a shop, image gelleries, forums and loads more. There is a community site which might give you some inspiration at http://www.terapad.com/net .... Good luck !
