Definitely India will send astronauts to moon by 2016.Now itself the process called " CHANDRAYAN" is going well on its mark.first of you should know the process of "chandrayan".

Chandrayaan I (Sanskrit चंद्रयान-1), which literally means "Moon Craft," is an unmanned lunar mission by the Indian Space Research Organization. The mission includes a lunar orbiter as well as an impactor. The spacecraft will be launched by a modified version of the Polar Satellite Launch Vehicle.

The remote sensing satellite will weigh 1304 kg (590 kg initial orbit mass and 504 kg dry mass) and carry high resolution remote sensing equipment for visible, near infrared, soft and hard X-ray frequencies. Over a two-year period, it is intended to survey the lunar surface to produce a complete map of its chemical characteristics and 3-dimensional topography. The polar regions are of special interest, as they might contain water ice.[1]

Indian Space Research Organization (ISRO) has identified Mylswamy Annadurai as Project Chief and in a press statement in September 2004 ISRO announced that planning has now made enough progress that they are confident that the mission will take place in February 2008.

They estimate the cost to be INR 3.8 billion (US$ 83 million).

The mission includes six ISRO payloads and six payloads from other international space agencies such as NASA and ESA, and Bulgaria .

Yes. Obviously India is developing in astronomy and could send astronauts to Moon by 2016 or earlier.

They probably could right now, if the scientists were given the money and resources needed.(these are the two sole hurdles, which might even postpone the deadline) but i don't see the need to. unless they are going to search for minerals and fuels. I think China has already reached the moon. They just managed to blow up satellites with missiles too. But India's not far behind(considering recent developements and its history with space and the universe).

Sure if India is willing to spend the $30 Billion (US) like the states did in the 1960's to do it. The technology is clearly not in India today and if anyone argues that it is, show me the lunar lander details. Right now one dollar is about 44 Rupees.

India could send people to the moon now if they wanted to. But China will beat them to it because China is more a risk taking. Guess that's the advantage of being a communist .

Any technological country could go to the Moon, provided they would want to spend the VAST sums of treasure such a feat requires.
