I loved the show as a kid and was wondering if I could download the episodes.
Also, I watched for years on Cartoon Networks Toonami. When I was watching they aired all of the original Sailor moon seasons and Sailor Moon R.
Then, some time later, they aired another set of episodes that i cannot remember very well. There werent as many episodes, and most of them seemed to revolve more around the Moon Kingdom and Queen Serenity, etc. They seemed different from the other seasons. (I think this was before S and Super S came out) Anybody know what I'm talking about??

Yes, you absolutely can download Sailor Moon shows from the internet, though, keep in mind that if it's anything *but* Sailor Stars and the Sailor Moon specials, it's illegal. :D But not to worry just delete from your computer when you're finish with it.

Well i think the episodes you are thinking about are indeed Sailor Moon R season, because that's the season that dealt with the Moon Kingdom and Queen Serenity. Since the TV broadcast often stopped playing new episodes and then later played new ones it makes it confusing as to what season it was.
Total there was the first season Sailor moon, then Sailor moon R, after was Sailor Moon S, then Sailor Moon SuperS and lastly Sailor Moon SailorStars. So it would have to be from R or if anything the first season.
As for where to download, here are 2 sights: http://baka-updates.com/search.php and http://www.tokyotosho.com both if you put a search under sailor moon you'll find torrents for them. The ones that are listed as DVD version or DVD versions are often the dub and sub and if you have VLC player (put it in a yahoo search and you can find and download it) it will enable you to choose the language and if you want subtitles on those types (files are usually .ogm)
Not sure if you have seen the final season but you can download that subtitled from those sites as well.
