I suggest you report the loss to your cellphone service provider and request immediate unit and number blocking to prevent its use by whoever has it.
Secondly, ask that the your number be deactivated until you recover the phone unit and have it reactivated, and/or have the same number reserved for reactivation once you have acquired a replacement unit.
Third, if you know the phone unit's IMEI (International Mobile Equipment Identity), give it to your service provider for faster action. This effectively puts the unit in the watchlist of lost or stolen units.
Finally, having lost 2 units myself, let me suggest a few security measures I implement on my mobile unit to ensure that both my number and my unit are useless to anybody else in case of loss by accident or theft:
1. Know your phone unit's IMEI, note it down and store it in a manner and in a place other than in your mobile phone, (e.g., in your PC, addres book, diary, etc.) The IMEI is a number that can be displayed on most phones by dialing the code *# 06 #. It is also usually printed on the compliance plate under the battery, sometimes printed on a small white label.
Another way to easily locate your IMEI phone is to dial the following sequence of numbers into the handset: *#06#.
If you have a Sony Ericsson mobile phone, you can retrieve the IMEI by pressing the following key sequence: right,*, left, left,*, left, *, left.
2. Go to the security settings and:
a. Enable "PIN request" each time the phone is turned on/booted up each time the SIM is removed or changed. (Personalize and memorize your PIN. Additionally, keep the PUK that comes with your phone unit upon purchase.)
b. Don't just enable "Keypad lock"; create your own security code to enable opening and operation of the phone only by you or by somebody else who knows your security code, even if the phone is kept "on". Turning it "off" and then "on" again does not override the security code requirement, even if the PIN is not requested.

I work for a mobile phone company in australia. When peoples mobiles are stolen we place an 'imei block' on the handset. This will stop people from inserting another sim card and using it. Also ask your service provider to bar the sim card from all use. You don't have to cancel your number, your should be able to get the same number on a new sim card. your service provider should be able to advise you of this.

I live from Philippines. Mom brought the phone from dubai UAE. It's unfortunate that my brother lost his phone. We cannot reach the phone since normally people who sees a phone in the road will pick up and off the phone/replace sim. Is there any possible way to block the phone? Even if it's buy from different country?

Think you cannot block the phone, best thing you can do is to report lost to your mobile subscriber.
2ndly report to the police about your phone, or your boarding house head.
