1. By "Master" Do you mean a partner or some one who subjugates it? if the former, Yes. Latter, no.
2. Dragons are independent and they are loyal, but if someone is trying to be a dragon's master, the dragon will put him in his place. if it's a partner, they will be loyal.
3. Not much really. It's a freedom of will thing. I wouldn't be loyal to some guy who thinks I'm his servant!

I believe dragons never had "masters". They might've had humans that were close friends to them, but I can't imagine a dragon - such a free-spirited and independent creature - being ruled over by a human.
For most dragons, it was the other way around. They often had servants that took care of them and their caves. However, the dragon's servants did not live a horrible life like the ones in faerie tales (where thier lives usually ended after being eaten by the dragon). Dragons never ate their servants. The dragons actually protected, shared the food it had captured, and gave spacious living areas to the servants.
Male dragons would often have a "favorite" too. A "favorite" was usually a maiden (not those kinds that were tied to the stake left for the dragon to eat in some faerie tales) who had a good singing voice and was attractive. The dragon would usually give some of his treasure for the "favorite" to wear, give her one of the best living areas in his caves, and would sometimes bring her flying with him.

Yes dragons were/are loyal to their masters if they are taught well.
In the old days they say there used to be Dragon Riders who were people that could have a dragon as a companion. Only some people are fortunate.

Well, i assume you mean a fictional being, in which case, there are many sotires to follow. In some cases, yes they are loyal to their masters, in others, the dragon is a wild beast, and in some the dragon and it's 'master' are equal, meaning they're loyal to each other.
the reason...they're smart enough to know what people are like. Dragons, although they are fictional, are some of the smartest beings that ever lived (fictionally of course)
any other relevant information...they don' need to be loyal because humans can't really do anything to them, but they choose to because they're that good.

What I have read about "Dragons" that they are primarily "to each their own". Now in the Greek mythology Hera had a dragon to protect "The Golden Apples". Now to my understanding this particular dragon must have been pretty loyal for Hera to make it a constellation.Now another story in Greek mythology had to deal with the dragon "Draco" in which this dragon dealt with the Titans and I believe it was Athena whom befriended with this dragon. But you have to understand this was mythology in Greek legends. I imagine there were dragons in real life. There are too many stories from China to Persia to Europe in regarding these unique and beautiful creatures. I really don't think dragons have masters, partners with whom they agree to cooperate with. Dragons are very smart creatures and are nothing like a pet.

depends on what type of dragon you have.
depends on if you provoke to anger and if they are magical or not.
Do you have a stronger magic to bind them, or is there a mutual agreement among tribes and clans.
depends on what fantacy realm you believe in too.
i would say train the smart one to be Free and they will be loyal
