To prepare a budget or plan an activity is not a easy thing. One has to keep in mind all the auxiliary activities in sight for this. I as a human being would like to prepare budget keeping the poorest of the poor in the country in mind. He should get at-least two meals a day along with minimum required security and clothing. The higher income groups , Banks , private industries may be asked to share a part of their income with the country. The main points of attack may be :
- To handle corruption with iron hand, specially the politicians, bureaucrats and other public sector executives etc.
- To increase employment opportunuties for rural, less educated and poor urban people;
- To have dual interest rate on deposits as well as loans , one for the poor people and the second for well to do people;
- Improving infra structure facilities like roads, electricity, transport for all;
- Health care- Poor should get the same facilities as a rich man in government hospitals;
- Improving literacy rate of the country;
- Education for all based on the income of the family.
- Defence budget be increased;
- Terrorism to be controlled;
- Anti social, anti people organizations to be banned and their funds be utilized for poor people.

Like Kucinich I would take funding from the war department (pentagon) and create a peace department. I would also, like Kucinich, make sure that any one who wanted additional education outside of high school, could go to school for free.

I look forward to the day when we have enough money for education and the military can hold a bake sale to raise funds.

I would drastically cut the federal welfare programs while providing enormous incentives for welfare activities to be performed at the local level.

My opinion is that we can only balance the budget by cutting spending, as I believe we are near the optimal point on the Laffer curve.(In other words we may be able to increase tax revenues slightly by raising rates, but we will soon reach a point when raising the rates leads to a tax revenue decrease.)

Therefore, for a balanced budget, it is vital that we do away with all of the wastes included in any budget.

Set realistic expectations for yourself. We all want to be efficient budget planners. However, sometimes we make it hard on ourselves to achieve efficient budgeting.
