Could be a bad CD drive. Could be a bad CD.
First, I'd try the CD on a different computer to see if it works. If it does, then blame your CD drive.
If the CD is bad, then it is probably scratched or dirty. Try wiping it with a soft dry cloth first. If that doesn't work, then you can buy scratch remover which polishes the disc and makes it good as new.
In some cases, particularly on cheap homemade CD's, the foil with all of the data starts to peel off. If this is the problem, then you're out of luck.

More than likely, even though you deleted it, you didn't delete -all- of it. My own computer has had that issue a few times, though there are several ways around it.
1.) Check your main driver, and delete/inspect any of files PERTAINING TO THE GAME. This should allow you to clear your computer's memory of it, if you haven't already.
2.) Make sure the disk isn't cracked, or scratched in any way.
3.) Be sure your CD/DVD drive is working correctly. It's possible that the hardware is damaged, which I find to be a common problem. To test that, just put in a CD/DVD that you KNOW works. If it runs alright, then it may indeed be a problem with the disk you want to use.
If none of those helped you, then I personally recommend asking a family member who might know about it, or contacting a professional. Hope it helps. ^_^

The error can be traced in two locations, Disc & Player.
First, check the player. Test other similar discs, see if it will play. If it plays then it's the CD, if not use a CD/DVD Disc Head Cleaner. After cleaning, test the problematic cd, if it worked, then the head is dirty, if it didn't work, test the similar disc, if it didn't play, the player has troubles. Try to have it fixed, but if that similar disc worked, the disc has problems.
In the Disc side, check if it has scratches, tons of scratches is the answer to this, replace it and purchase/create a copy. If it's clean, play it in a different player, if it worked, then it's the player's formatting but if it didn't work, then it's the disc.
Sometimes the player's internal settings gets modified, try to switch to default settings. A technician should be able to work on it but if it's an old player, simply purchase a new player.

1) have you tried to use other CD/DVD to see if the problem is the game CD/DVD or the CD/DVD drive? If it can read other CD/DVDs then you know it's the CD disk at fault.
2) if the CD/DVD drive doesn't read any CD disk at all, I think it's the driver of it has the problem. Try to uninstall the CD/DVD drive, and let Windows auto find the hardware and reinstall it for you. To uninstall, right click My Computer, select Hardware tab, then Device Manager, click the + sign on the CD/DVD drive line, to expand its devices, right click your DVD drive, select Uninstall, it will be disappear off the list. If Windows warns u that you would need to restart your computer, do so, if not, right click on any device in the list, select Scan for hardware changes. Windows will try to scan and reinstall your CD/DVD drive back on.
If it doesn't find its driver, try to go to its manufactory, and see if you can download its available driver.

I have the same problem.. or had anyways...
Did you like turn it off manually, like unplug it or Hold the power buttont ill it turns off? If you did, that causes problems...
If you didnt... could be dusty?? go get a Pressured Air can at Best Buy and open the case and blow all the dust

i think that your CD is bad. This occurs very frequently. try working the same CD on other computers. if its the same problem then your CD is bad. just burn another if you have another back up.
