For example from 12AM - 12PM it says 'Good Morning' and from 12PM - 5PM it says "Good Afternoon" and 5Pm to 12Am it says "Good Evening" etc.

Yes. It can't be done with just HTML though. This is usually done with server side programming, though may be possible with javascript as well, though with js will then use the visitor's computer time, not the server's.

While I don't know the exact code, JavaScript would be able to do the job.
