Why can't I change my avatar picture?

I have changed my picture loads of times but now I can't - anyone know why?

Okay, step by step run through.
1. On the left Click your picture - that'll take you to your main page.
2. On your little "Member box" click "My 360 Profile"
3. Once there, on the navigation panel hit "My Page"
4. On top of your picture it's going to say "Edit Personal Photos" click there.
5. You have a list of files you can upload and a radio button "Set as primary" whichever you click is what's going to show up.

There's a quick change option in Yahoo answers as well. on your page under your picture there's a link that says "Edit my info" if you click that it'll have the options for "No Picture", "Use my Yahoo! 360 Picture" or "Use My Yahoo! Avatar" (link to the page to edit it too).
