Epsom salts dissolved in warm water can be used to rinse the infected eye. Make sure all the epsom salts dissolve though, as undisolved crystals can cause scratches on an already irritated eye.
Make sure the tank is clean.. as in empty it out, wash everything in bleach water and rinse it with boiling hot water, wash the tank itself, and then reassemble everything. If you don't get rid of the offending bacteria, the problem will just come back.
Make sure the temperature is correct as all reptiles, including turtles, are cold blooded and need outside heat to aid in digestion and to help fight off disease. Too cold an atmosphere can hinder the immune system.
If the infection doesn't look better with an epsom salt rinse after the first twenty four hours, it's time for a vet. It could be a scratched cornea, or it could be an infection behind the eye which can go into the brain and kill the turtle.

I'm guessing you are asking what to do about this to cure it. First things first if you have your turtle in the right habitat it's in water partly and chances are the water isn't clean enough. Usually bad water quality is the cause of eye infections in turtles. You may also want to take it to the vet and have them give it a vitamin A shot. Turtles get eye infections from dirty water. You must provide completely clean water for your turtle. You should also raise the water temp. to 85 F while your turtle is sick. If it doesn't get better in a couple of days you'll need to find a vet to give your turtle an antibiotic injection.

Eye infections can be any combination of dirty water, bad diet, or general poor cares.
The first step is to double check your basic cares at a place like http://www.austinsturtlepage.com or http://www.redearslider.com
Once the basic cares are in place (right tank size, right water temps and quality, right lighting, right diet, etc.) the infection will usually clear up quickly on its own unless it is severe.
