İs it normal that your legs burn after shaving them with a razor?

no, you should use a mousturizing shaving lotion, or gel or cream, b/c if you don't, and your legs are dry, you will shave of the dry skin, which is ok, if you like pain.

if your using an old razor or the wrong type of shaving cream/gel. try a new one of each.

Ive never experienced that and ive shaved on a number of occasions. I would suggest buying one of the better brand shavers like shick or gillette nothing beats them.

Either your razor is dull, or you may need to use a moisturizing shaving lotion.

change the blades you're using, and use some baby oil after shaving

i dont shave.. go with the wax.. oh yea!! umm, no, u shud use a moisturiser cream after shaving, but really, try the wax..
