I tried the beauty style section, had a couple good answers. Then I thought... Hey, lets ask my fellow gay sistren and brethren.
Have an Ice Ball to go to. I want to go for a look like this, only more masculine (if possible)

My question is this:
If I were to wear makeup like this, what would be the best outfit to wear that night??? I say outfit, not costume. Creativity a plus.!!!

Since it's an ice party, most people who want to dress the part will probably be wearing white, since that's the first color that comes to mind. So... be different!
Try to find a very light (ice) blue suit that shimmers. Combine this with a black shirt and silver tie. Instead of dying your hair purple as in the picture, get your suit first and take it with you (in a bag) to a professional hair salon and ask them to make your hair the same shade of blue as the suit.
Apply makeup to really accentuate your jawline and cheek bones (making them look like they were chiseled out of ice), add ice fx, and voilà! Hit of the party. :)

Outfit, huh? Well, I've never been particularly adept at throwing together outfits, but how about something just dripping in sparkles? Glitter, sequins, rhinestones- something like that, but in a masculine mode, sort of like an 80's glam rocker?
I don't know how out-there you want to go, or if you have good resources to find stuff, but you could really rock this look. Maybe mess with androgyny a little and make the hair/makeup more feminine, but with a punkish-adorned suit? A big, flowy 'pirate' shirt with a pair of leggings (now that's going creative!)? Be really wild and come with a long Matrix-style trenchcoat in a pretty color to offset the hair? Ripped jeans and a bare chest covered in glitter?
Maybe I've strayed into the realm of 'costume' . . . if I have, sorry! Those are some thoughts, though.

ooo... pretty picture.
Dye your hair purple and have those white "ice specks"... it looks like the person in the photo has no shirt on... so you could try either no shirt or a white shirt (a blouse or blazer, jacket)
and whatever type of pants you want. but since its an "ice ball" i suggest the white top
