It depends on recent activities and the intent of the country sending the ships. Iran has threatened our troops and Israel with harm and destruction. Our ships in that region simply impress upon them that we will not let that happen. I must state that I am not in favor of starting a conflict with Iran nor any other state in that region. I do think that this show of force may ratchet up the tension in the region and be used against us.

No, when Iran deploys several platoons along the Iraq border, I'd say that is baiting... but then Iran (who doesn't have any carriers) isn't currently off the U.S. coast, they are however, poised to invade Iraq. What did you think that little missle test was? For a country who has no plan to make Nuclear weapons that sure seems like baiting to me.
