Well done. I try to keep turning it around this way and sometimes it works. Imagine the ire of Americans if that happened.. We would be shouting to tell them to go home or else. But it is okay if we do that "cause we're the good guys."
This used to be called "gunboat diplomacy" when the British did it, but it came to be frowned upon as bullying nations.

It would be considered baiting if number 1, they had 3 carrier groups and number 2, if they could get as close as our coasts! In reality though, if they had one group, they would not even make it into the Pacific or Atlantic without being confronted and sunk! USA-1, Iran-0

It depends on recent activities and the intent of the country sending the ships. Iran has threatened our troops and Israel with harm and destruction. Our ships in that region simply impress upon them that we will not let that happen. I must state that I am not in favor of starting a conflict with Iran nor any other state in that region. No, when Iran deploys several platoons along the Iraq border, I'd say that is baiting... but then Iran (who doesn't have any carriers) isn't currently off the U.S. coast, they are however, poised to invade Iraq. What did you think that little missle test was? For a country who has no plan to make Nuclear weapons that sure seems like baiting to me.
