Those who have seen Pan's Labyrinth?

Why didn't Mercedes kill Captain Vidal when she had the chance? If she had, Ofelia wouldn't have been killed by him later.

I personally think that she's the kind of person that just doesn't like stooping down to their level. She might have not had it in her to kill a person.
