If you mean Pacific Standard time (PST, California USA for example) then Japan is 17 hours ahead of PST. 7:00 pm on Thursday night in Japan is midnight or 12:00 am Thursday morning in PST.
In the spring, when we set the clocks ahead in the USA, Japan is then only 16 hours ahead of PST.

Japan is seventeen hours east of California and Washington. Also Japan is seven hours west.

7 p - 7 = 12 noon - 10 = 2 a
If Japan is 7:00 p.m., then it would be 2:00 a.m. the same day Pacific Time.
