yes!! it is!! so is "making a funny" that when you tell a joke and then you say " It's a knee slapper" lol , its true ,i'm from a hick town.

Actually, this phrase originated in another two games (partly). In Mass Effect, after Commander Shepherd becomes a Spectre, some of the Alliance Marines would remark, "I could have been a Spectre, but I took a blaster to the knee." There was then a crossover with the game Dragon Age in which you could gather the Dragon Armor. The Elven guards a the gate would remark "I could have been an adventurer like you, but I once took an arrow to the knee!" It has since taken a life of it's own, first in Oblivion and then in Skyrim from the Elder Scrolls series. I have heard that it was even mentioned in the Fallout series as well. which also predated Skyrim but was after Oblivion. Perhaps one of the dialogue writers was recycled from game to game and decided to plant his own Easter Egg.

it can be yes or no. technically, a "knee-slapper" is a very funny joke. however, today, people use it sarcastically about 99% of the time, so really, it means the opposite.
