Can I Register a phone on a 3year contract in less then a month after i turn 18, or do i have to wait a certain amount of time?

It depends upon who your service providers are and who the owners of the house are.

First you have to get permission to get a line. Since you are 17 years old, I am going to assume that you live with your parents. Since they own the house (or rent from someone), you need to get permission to get a new line. If your room already has a phone-ready line, then it's easy. If it doesn't, then a new line has to be dropped from the telephone pole to your house and then run to your room. As a courtesy, you should (and often need) permission from the home owners (either your parents or the landlord) to modify the premesis to drill.

Next, you can get service from a service provider. Federal law says that you just have to be 18 years old. Let's say you live in an area where AT&T is the key service provider. You can sign up with AT&T on your birthday (don't need to wait for a month) for US$10.69 per month, plus talk time, taxes and installation charge.

Just remember that you will be an adult and you will have to take responsibility for the phone charges - which means paying for it somehow. You don't want to get off on life on the wrong foot by screwing up your credit.
