It is possible.

Many people do not know how to setup their wireless network correctly. This leads to other people tapping and share the network easily.

To prevent layman from tapping the network, follow the instruction in setting up the router. Remember to apply encryption and change the default password. This can prevent you from most casual people.

I know it is free to tap on other network, but it is an crime. Some countries consider this as serious crime.
Beside, it is not safe to tap to other network also. You will never know if that network that you are tapping is tracking you as well.
Can you image what you are doing, every single key strokes is begin tracked ... password ...

If a neighbor has a setup with a "wireless router" that allows them to use their internet at a distance from the main connection; yes, other people can use this connection, unless it's encoded.

If you just have internet running in to your computer via cable or phone line, your neighbors cannot get your internet.

If you have a wireless broadband router and you don't password it then people can sit outside your house with a lap top and borrow your Internet connection. It's a very common practice. If your using a modem connection then you have nothing to worry about.

If you have a wireless network and it's not encrypted then they can use your network very easily.

I've heard that breaking into these encrypted networks can also be done but not by the average computer user.

As far as stealing your internet with no wireless network, that would take some wiring from your house to their computer.

If its wireless anybody can pick up the Internet signal if its not password protected. If this bothers you, talk to your Internet provider about making it password protected so they cant use it. You may also want to talk to them about making your signal circulate in a smaller radius. However I recommend you just make your signal require a password. And no, they don't need any special tools, most laptops can pick up a signal within a fairly large radius so making the radius smaller might not have any effect. Call your Internet provider, they can help I'm sure.

It's wireless. Their neighbors are not using security on their wireless network, meaning anyone can get in. They can't steal wired connection unless they're REALLY crafty.
