Why is that when telemarketers phone, there's like a 5 second delay between you answering the phone and them talking. Does it have something to do with an auto-dialer or something?

It's really annoying.

Telemarketers are generally hooked up to a phone network that ties in with a computer that places the calls and routes them to the next available operator. The delay also allows the computer to determine if you are a person, computer, answering machine or fax machine.

Yes, it's an auto-dialler which is a piece of software that connects to the person being called before it connects to a call center operator. The delay you hear is the time it takes to connect you back to a telemarketer.
