Sun, Earth and Moon come in a line every month....but they will come in a correct straight line once or twice in a year only. At other times, there would be a 5 degrees difference. So there would be new moon but not lunar eclipse, means moon would not appear but it is not lunar eclipse....

The term Lunar Eclipse refers specifically to when the Moon enters the Earth's shadow. This can only happen when the Earth is directly between the Moon and the Sun. Hence, it is necessary that the Moon be full for this to happen. But it does not happen every time that the Moon is full, because the Moon's orbit is skewed with respect the Earth-Sun orbital plane.

It is only an eclipse if the earth, sun and moon line up in a perfectly straight line in 3 dimensions. If the earth is in the middle, then it is a lunar eclipse and this can only happen once a month. In fact, it happens less often than that, but it cannot happen any closer together than once a month. Which means your question does not really make sense as I understand it.

The moon's orbit is tilted with respect to the earth's orbit by about 5 degrees, so on most conjunction or opposition passages, the moon is either above the earth's orbital plane or below it, so an eclipse cannot occur. ("Conjunction" means that the moon is as close to directly between the earth and sun as it can get; "opposition" means that the earth is between the moon and sun.) The intersection between the two planes is called the line of nodes, and when that line points sufficiently close to the sun, an eclipse can occur.
