we live in a semi-rural area with expensive custom homes, our roads are unpaved and we want to stay this way. Two councilors are forcing an assessmentr for paved roads on us. They are doing this to circumvent our voting on the issue. Can we stop it? No lawer in town will touch it.

sounds like you need to apply political pressure, as opposed to legal pressure. The town council probably has access to good legal advice which would ensure they are acting within their authority, so a legal challenge might be problematic. might be hard but you need to bring your case in the court of public opinion--sounds like u r the wealthy section of town, other people might not be sympathetic, but maybe if you could make use of the media to demonstrate that paving the roads would cause cars to go faster, and thus endanger young children living in the area? perhaps get the youngsters to make their own signs saying please don't pave our road? just an idea.
