The surest way to create work in short films is to make a short film yourself. Do the full Kevin Smith trick--write it, raise the money to shoot it, cast it, and direct and produce it yourself. Kevin Smith sunk $27,000 into his first film and made millions. If you want to make a traditional seven-minute short, you can probably whip one up for $4,000 or so. Once you've done one short, send it to agents and production companies.
This is not sure-fire. You could lose all your money and have to cut up your credit cards. But it's a very difficult business, and you have to risk big to win big.
