You would like to take a bus to Palam airport. Since there is no direct route from New Delhi station. I'd suggest you go to http://delhigovt.nic.in/dtcbusroute/dtc/Find_Route/getroute.asp
Here select your source (New Delhi railway station, New Delhi railway station gate I, New Delhi railway station gate II as required). And then in destination select Palam airport. It will then tell you that "No direct bus service is available between the source and destination." and then give a link to check the Indirect routes. On this link, you will find a list of all the indirect routes. Select one and find more details of that route including first and last service times plus frequency along with route nos.

Bus would be the cheapest but there may not be a direct bus fron new delhi railway station to the domestic airport, so you might have to change. Unfortunately, I don't know the bus nos.
Another option is to take the metro (there is a metro station near new delhi railway station) to dwarka (which is quite near to the airport) and then take a bus or auto rickshaw. Dwarka sector-9 metro station (the last station) is nearest to the airport but I don't know if you will get a connecting bus from there or some other metro station (may be Najafgarh - there are a number of buses from najafgarh to airport). If time is not a major constraint and you are not in a terrible hurry, buses are the cheapest mode of travel between the New Delhi Railway station and the Indira Gandhi International Airport (domestic terminal).
Two agencies run these bus services:
First, the EATS (Ex Serviceman's Airlink Transport Service) Buses run to Connaught Place, Delhi Train Station and many hotels in the city centre for INR 50. Buses run according to flight schedules, and depart from both terminals. There are two terminals - Terminal A for Indian airlines and Kingfisher airlines and Terminal B for all other private airlines. Timings: Buses leave from the railway station every 60 mins 0010-2310 every hour of the day and night. Cost: INR 50 per adult, INR 25 per child below 12 years. INR 25 for heavy luggage. These buses are usually available on the Pahar Ganj side of the station (but it is possible that they have been introduced on the other side i.e. the Ajmeri Gate also, in recent times - you may want to call them and confirm).
The other service is by the "Government local transport service" called DTC. Delhi Transport Company (DTC) runs buses to and from the city including the New Delhi Railway station. Timings: every 60 mins between 0500-0000. Cost: INR 50 per adult, INR 25 per child below 12 years. INR 25 for heavy luggage.
DTC also runs another bus service - Route No. 780. from the city - Connaught Place. The fare is much lower. But if you have baggage to carry from railway station to the Connaught Place bus stop near the Super Bazar, where these buses leave from, it could be very tiring and auto-rickshaws to this place from the station also would take quite some money from you. (unless, of course, you have someone from your rly compartment willing to give a lift to this place on their way home). The fares on this bus is about Rs. 16 (could be slightly higher now) and the bus leaves you slightly on the outer road near the airport. Which means again, you have to walk a good 300 metres or so to your air terminal.

There is an airport to city bus service that charges a flat fare of Rs 50. It starts from ISBT and goes to Connaught Place - the stop is the Indian Airlines office behind Super Bazar.
From Shivaji Stadium Terminus in Connaught Place you can take bus no 620 to Swami Malai Mandir in RK Puram which is on Outer Ring Road. From there take another bus or auto for Palam domestic airport.

I am not aware of cheapest mode in March but as on today, you can walk from Station to Airport or you can take bus from Malhotra Bldg., Janpath (office of Indian Airline). If you are going to Guwahati by air, you should also spend some money in travelling.

Fastest route is taxi . They will charge around Rs.15 to 20per km. The cheapest route is local bus.
