A "coherent" policy is simply a policy that is well-defined, makes sense and is well-planned. It seems to be something that politicians have a lot of problems creating ;-)

I coherent policy is one that is direct, clear, concise and most of all feasible.

For example, let's say you had a plan to overthrow Iceland by putting suntanning booths on it to promote tourism... see, that is not feaisble - makes no sense and wouldn't be possible.
