Contact the local AFTRA and AEA union offices. They carry a list of all the franchised and legit talent agents, casting directors, and casting houses in their area. You can then ask around for recommendations from that list but you'll have the names of folks who are not out to scam you and they can get you union work.

Call the little theaters in Houston. I think the Swayze family has one, I cannot remember the name.
Or you could google this woman;
Warner Roberts in Houston. She has been on the scene there for 30+ years and knows everyone. She writes for a Magazine out of Houston but I cannot remember the name.

When I lived in Houston, I was represented by:
Ms. Pastorini and later by Ms. Bobsy.
I had good film auditions through Ms. Pastorini
I see that they merged agencies:

Many years ago, Patsy Swayze had a dance studio in Houston, she now lives in California. Her daughter, Vicky (deceased) and I had adjoining dorm rooms in college.
Warner Roberts is probably "ancient" by now. I remember her from when I lived in Houston.
