Remove the bottom cover around the ball. Most have arrows and say remove< and replace>. Just twist it toward remove. There are contact points, small rollers at several points around where the ball sits. take a pencil and loosen the gummy-gunk on these rollers and pick it out with tweesers, and replace the ball and the cover. takes about two minutes, and it's easy.
Best part is, it will work like new.

Mine had the same problem, dust collected in the scroll wheel. It's VERY easy to take apart a mouse. I have an MS wired inteili mouse and under the little black "feet" there are screws (4 on mine). With the mouse OFF; use a philips head screwdriver sized 0x2-1/2". Clean off the dust around the plastic piece that the wheel is attached too. You're mouse will feel as good as new.

If it is a ball mouse (meaning there is a ball on the bottom) take the ball out and use a tooth-pick or small screw driver to clean the little wheels inside. also make sure the ball itself is clean. If your mouse is has a red light at the bottom and no ball it could be the surface the mouse is sitting on. A shiny surface would make the mouse not work as well. Hope that helps! If it doesn't it's time for a new mouse!

Smooth scrolling is an option in the Internet Explorer 6 web browser. It is also controlled system-wide by your mouse driver. Look in the control panel to see what options are available to you for scrolling and play around with them.
