As soon as they are old enough to get a job and learn to be a productive member of society.

I would say age 14 is a good place to start.

right time for teenager to show that they r independent is the year between 15 to 18

When they turn 18 and are considered as legal adults. Unfortunately that does not happen and most of them start losing their minds at either 13 or 14 on up. They start thinking that they can do as they please and can make adult choices that end up coming back on the parents. Although they know right from wrong and a capable of making good choices they some don't. It's like a repeating record. At 18 things that teens do they can be held responsible for. A lot of them wise up but some don't and they continue the destructive behavior into adult hood and end up with nothing or in jail. Or dead.

Gentlemen can never feel independent and are always burdened with the rules, laws, ethics, manners, culture, tradition, etc.

teenagers and independent are oxymorons. just keep an eye on them till they cross their teens!

Whenever they develop the wisdom and capability to take care of their families and themselves. The right time cannot be statistically calculated as each individual takes its own time to learn and develop itself...
