My english class is having to do a controversial argumentative research paper. our list of topics was:
1. Should the US honor the treaties it signed years ago with the Native American nations?
2. Should abortion be banned in the US?
3. Should marijuana be legalized?
4. Should the international communitiy give Debt Forgiveness to third world countries?
5. Should the US spend more money funding space exploration?
6. Should capital punishment once again be made legal in every state?
7. Genetic enginereering
8. Stem cell research
9. gun control
10. should creationism be taught in public schools?
11. should church and state be seperate?
12. should standardized testing be the primary focus of public education?
13. should there be limits on lawsuit awards?
15. should the US government step in and regulate health insurance?
16. is america's healthcare system in crisis and in need of reform?
17. should universities use affirmative action to attain a more diverse population?
18. alternative forms of fuel
19. fighting the war on terrorism
20. is the low carbohydrate craze healthy

Personally when I have to write papers on controversial issues I find one that is not so popular and that way I don't have to wade through a ton of information, but also something that is not so unheard of that you can't find anything about it anywhere. I also try to use one I haven't heard anything about and haven't drawn my own conclusion about yet, that way the paper is more original and journalistic, which is how I like to write. Papers I've done include children in nudist colonies, Wal*Mart in China, and using computer viruses as weapons of war. Sometimes when I see a topic I'll think I know what I think about it but once I start studying to write the paper I realize that I disagree, and I use that to show progression in the paper as well as it helps me reveal both sides of the story somewhat impartially.

You could write a paper on the rise of Nazi Germany and look at the patterns that are in place for something similar happening today.
Another matter of interest is why we live in a culture that worships celebrity and the effect of this on young people.
The matter of illegal aliens is interesting and the part they play in the economy of our country. The Republicans are the party of business and they are not motivated to stem the tide becase of the availability of cheap labor the aliens provide. The Democrats hope to obtain more votes.
The aftermath of Hurricane Katrina particularly is interesting. You could look at the crime and corruption in New Orleans. Also, the issue of Global Warming.

go to a library nearby and take a look to see if a book series called "Taking Sides: Clashing Views on Controversial Issues" is there. I'm doing a similar paper for my English III AP class... i used that book on secondhand smoke: whether its really bad or not.. it helped me a lot i hope it helps you get some ideas because there are some good issues in there that i never even thought of... HOPE I HELPED!

To some more issues into this, you could discuss whether the Catholic Church should stop its condemnation of condoms. Folks argue that the church's position is hindering the effort against HIV/AIDS in Africa. You could also try whether free trade through the North American Free Trade Agreement (NAFTA) has helped or hurt the US, and who was the biggest winner so far (either the US, Canada, or Mexico); whether the US media has a liberal bias; or whether the US media mixing news and entertainment (eg. the Anna Nicole, Micheal Jackson, and OJ cases).
...Actually on the case of condoms, you could try a paper on whether the church should support it in the fight against STDs in general.

My last two controversial topics were:
*Abortion: Repealing Roe vs. Wade
*Gay marriage: Religious sanctity or Legal Contract?

They don't get much more controversial than that - and you will find TONS of opposing viewpoints on both sides of each of these issues.

-global warming
-hate crimes
-homosexuality (gender issues)
-government
-religion
-homelessness
-anything in the medical area (aids, genetic engineering)
