System is Dangerously Low in Resources:
Running too many applications at the same time, these applications are all consuming a portion of your RAM. If Windows runs out of RAM, it will begin to use the swap file [Win386.SWP]
Aside from terminating background applications, there are ways to put Windows 98 on a diet, so apps can run with more stability.

Start deleting things you don't need or use.... music, programs, ect. Get some good tools to help clean your pc:
spybot
adaware
tauscan
avg virus & avg spyware scanner
cleanup
ccleaner
Some are free, others are x day trials. Between the bunch you should have a cleaner, smoother running pc. Once your done using all of them defrag again, & run scandisk to fix any sysem errors than might be lingering.
Make sure you run windows update, there are still a few updates on there even though 98 is no longer supported. Don't install IE 7, it causes more problems than it's worth. Stick to IE 6.
+ go to start > run > msconfig & open the start up tab. Uncheck all the programs that are set to run when your pc starts. The only ones that have a valid reason to run are virus protection programs and firewalls. Nothing else needs to run. Don't mess with the other tabs, you could really screw up your pc & require a reinstallation.
Though, sometimes a clean reinstall is for the best. It's quicker & 100% solves the issue by wiping everything.

This happens occasonally to me. Don't know if there is heavy traffic or a problem along the lines. I found rebooting sometimes helped.
With regard to low resources, you may be using too much RAM unnecessarily. Check the following "helpful hints" and see if they help.
- Many users are not aware of how much RAM is used by wallpaper and/or a screensaver full of graphics. They run in the background and consume memory. (I have only 512mb RAM, run multiple programs simultaneously, and have set my wallpaper and screensaver to blank.)
I don’t do games, but I do know they are primarily graphics which need and use a lot of memory.
- How many programs do you load at startup? Maybe you should check it out and ensure you are running just what you need.
To do this: cl Start, cl Settings, cl Taskbar and Start Menu.
- cl Start Menu, cl Customize, cl Remove.
- cl the icon for the program you wish to remove
- then cl Remove.
- This will prevent the program from loading at startup, but will not remove the program from the hard disk.
- When you are working in a large file, save frequently to restore full memory access. (Your work remains in memory until you “save” it to disk.)
1. Did you run an error check? Open My Computer,
Right-cl on C:, Select Properties, Tools – Run an Error Check ( checkmark “check all and fix); then run a Defrag
2. Are you using Yahoo Toolbar? Run a full Norton Antispy.
3. From IE, click Tools, Internet Options
delete cookies
delete files (offline files)
clear history (set days to save to 0 if you want)
click o.k., and Restart
3. click Start, Programs, Accessories, System Tools – run Disk Cleanup
4. click Start, Run ipconfig renew (type ipconfig space renew)
All these things should be done regularly. The more frequently they are run, the less time they take.
- Note: Games and videos are mostly graphics. Graphics create large files. If this doesn’t help, you should consider getting more memory.

I have a Windows 98 also. You probably haven't selected the default Internet provider for your service. If Yahoo is the primary put that name in. Look in Control Panel to see Internet Options and see what it says. List you Internet provider as the default
Also if you are trying to run DSL you probably don't have enough computer to keep up with it. Your Gateway is probably running with smaller amounts of RAM (memory) than required and a video card that is integrated with the motherboard. If you don't use America On Line, try removing it from the Add/Remove Programs in control panel. Select AOL remove. There is a setting in Control Panel Internet options in my computer that lets me adjust how much space the hard drive will use for the Internet. I set it at the maximum number of Mega bites available and that helped.
Add ware is possibly choking your computer down

If your running an old gateway and its "Windows 98"
your computer obviously should be low on resources..
What this means is that your very likely low on hard drive memory and to little RAM
Windows 98 Systems don't have many upgrading abilities....
Like the RAM, you can't add very much..
Though the hard drive, you can either delete stuff off of it, or get a new one
you should think of buying a new computer.. :)

To clear more hard drive space and to remove programs you don't use. Click on "start", "settings", "control panel", "add remove programs" find any program that you do not need and remove them.
To check your start up programs: click "start", "programs", "start up" and delete any programs shown there.
To stop programs from loading at boot up. click "start", "run" and type "msconfig" and press enter. Click on the start up tab and uncheck any program that shouldn't start at boot up.
reboot the computer and it should work much better.
Also, try right clicking the "my computer" icon and click "properties", click the "advanced" tab and "performance" you should be able to increase the page file setting to increase the amount of hard drive that the system will use for temporary RAM. MAKE SURE you have the equivalent hard drive space to cover the amount of memory you assign to it! (very important!)
TIP: make sure your internet explorer is set to "every visit to page". To do this in "Internet Explorer" go to "tools", internet options", "settings", and choose "every visit to page". Choosing "automatically" (the default setting) will cause IE to try to update every page in you temporary internet folder.
You also might want to buy some more RAM for your computer. Find what you need on this website http://www.cdw.com/shop/hubs/default.aspx?HubPage=/hardware/memory.html , at the CDW website, click on any one of the configurators and enter the type of computer you have. It will tell you which memory will fit in your computer and then SHOP AROUND for the best price. If you're going to upgrade more than RAM, you might consider buying a new computer (New decent Vista computers start at around $500).
-Good Luck

If your not using Aol (america online) try checking to see if it is installed. If it is in the Add or Remove Programs, and u don't use it, then uninstall it. As a matter of fact, u should check all your installed programs, and if there are any u don't use or don't plan on using, I would uninstall them to free up some drive space and possibly some of your system resources. HTH.

go to start run and type in msconfig. If it says ms config can not be found, you'll have to down load the exe file (just google it) and access it that way. click the tab that says services, and shut down services that you do not use. Then click the tab start up and un-check what you do not need on start up. If you are not sure you can look each of them up on google to know if they are needed for what you use your computer for. This will free up resources.

I hate to say it, but I've reconditioned some of our older office PCs to get them ready for sale, and install Win98. PCs this old just get too friggen slow and there isn't a whole lot you can do. Sure, add some ramm, reformat and reinstall the OS, but I still have a slow PC. Best bet is to get ready to goodwill it and get yourself a new PC.
