You need a few things (not in order of importance here):
- unique concept or theme for your line
- quality designs (NOT clipart) - they have to look great if you want people to buy them
- continuity (don't jump from one style or theme to another)
- quality t-shirts
- find a reasonable and responsible printer company (check their quality before you commit to use them)
- think about how you will market them (who you want to sell them to and how will you reach out to this group of people)
- set the right price (reasonable price that reflects your quality of product and quality of design, as well as in line with your target demographic income)
- don't stress too much, and once you start it - don't think about it day and night, give yourself a break so you don't burn out.
Good luck!
PS I would not advise you to go via Cafepress or similar fulfillment services. First of all their stock quality is low. Second of all, their end price is too high for their quality. It's better if you make small runs (1-2 dozens of each design) with your local t-shirt printer company.

You need to start with about $200-$500 and make your own print or have someone design one for you, and have a couple dozen made up and sell at $15 or $25 a piece and see what happens, if you don't sell any, they SUCK!

The first thing you need is a line of graphics that people will actually want to wear.
After you have that, perhaps the easiest way to start is cafepress.com
