Each branch works independently of the other on legislation coming up with their own amendments.

All of this comes together by committees.

Say x bill was approved by the house then sent to the Senate. Then say a,b,c amendments were added to that bill by the Senate then it was passed. At that pt, it would go to committee for them to work out the kinks and agreement for reapproval.

Once final approval an agreement has been confirmed by the House and Senate, it is then sent to the president where he can give it final approval or veto.

If he vetos it is sent back for a revote that requires 2/3 approval..

The executive--the President and his cabinet--propose a budget and spend the money. Presidents have often found ways of getting around the laws passed by Congress, so this is a very powerful position. The President can veto legislation passed by Congress; President Bush has managed to simply ignore laws he doesn't like. The Congress can also try the President for high crimes and misdemeanors; only three serious attempts have been made to do this (Andrew Johnson, Richard Nixon, Bill Clinton).

The Congress must approve treaties, approve Presidential appointees, and pass a budget and tax laws. In theory, they could end the war in Iraq by cutting off funds. If they President vetoes legislation, they can override the veto if there are enough votes. The Congress can do its own budget analysis through the General Accounting Office.

The Judicial Branch generally stays out of the fray, but they will enter if there are disagreements between the other branches. The Attorney General can prosecute people when they are accused of violating laws, and they are judged by members of the judicial branch. The President appoints judges and Congress approves them. Also, the judicial branch's budget is determined by the Congress and the President.

The "intended" reason is that they were supposed to balance each other out..
Judicial is supposed to interpret the law, Legislative branch was intended to make the laws of the land, and the executive branch (such as the word sounds) "executes" or enforces the laws.
The way it works as far as creating a bill goes is that the two houses in the legislative both need to sign off on whatever bill they happen to be talking about, alot of business about private sessions, and "discussion" and sometimes philibustery etc..on whether or not a bill should move to the next step. Once both the house and the senate agree the Bill is shipped up to the executive. IF the President says "ok" and signs off on it, it's a law (those two branches working together). The Judiciary would be used to determine whether or not that law violates any other laws that might already be on the books.

The three branches of government work together wherein the Legislature makes the laws, the Executive branch implements the laws and the Judiciary interprets the laws when there are conflicts.

On the other hand, they can work separately through Separation of Powers wherein the Legislature can veto the acts of the President or the Judiciary can decide on the constitutionality on the acts of the Legislature and President. There is a check and balance system in the government so as one branch cannot abuse its powers.
